The 116th OECD Tax Seminar: Tax Incentives – Promises and Pitfalls

The Tax Programme of the OECD Korea Policy Centre (KPC) and OECD co-organized the 116th Tax Seminar on September 23-27, 2019, at the Garden Hotel in Seoul, Korea.

The seminar focused on tax incentives to stimulate domestic investment and attract foreign investment. The seminar attempted to enhance the understanding of tax incentives operated to promote foreign investment and provide policy support for specific sectors and discussed various policy considerations necessary for the effective implementation of special tax regimes. The seminar also provided an opportunity for participants to learn about various cases through case presentations from their respective countries, which can be utilized for future policy implementation. Participants from each country presented their unique tax incentive programs and discussed their expected progress.

The seminar was led by Mr. Florens Flues (OECD), Ms. Barbara Bratta (Italy), and Mr. Alan Carter (UK). Approximately 30 tax officials from 17 countries in the Asia-Pacific area participated in the seminar.
